The Failure of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are conducted: hopeful statements are delivered from multiple capitals. Significant resources is expended on containing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from Russian territory, a capability provided through timely intelligence. From observation points, military aircraft that had been dispatched to intercept incoming guided weapons flew past – modern combat jets delivered to Ukraine by NATO members.

Moments later, Kyiv's missile defense activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by partner states. Every deployment shakes the surroundings, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: possibly the hostile projectile won't cause damage this time, protecting urban areas from devastation and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the morning news: several casualties, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a need that neighboring countries are demonstrably unable to substitute in the short term.

Failed Diplomacy

The comprehensive proposal from American leadership generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new proposal from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington operates on a premise well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unrealistic to force Russia to surrender the land that it presently holds in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, American administration does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not shift further in its advantage in the months ahead.

Opposing Positions

Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but preventing a complete military breakdown until situations evolve in its advantage.

Current Realities

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not move to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a only one week to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
